Suki Binning is an advocate for fairness, opportunity, and collaboration. With 30 years of experience in justice and social care, she has dedicated her career to improving lives and building stronger communities. As the leader of the UK’s largest community rehabilitation company, she oversaw programs that supported tens of thousands of people, giving them the best possible chance to play a positive part in their community with dignity and hope.

 

Suki’s innovative approach has earned her recognition, including a European award for a residential support programme for women leaving prison. She also founded the UK’s first probation research unit, bringing together practitioners and academics to find new ways to make a positive impact.

 

A registered social worker, Suki’s leadership style is guided by compassion and a deep belief in the power of evidence-based decision-making. She is driven by the idea that public services should meet needs and change lives. Her work inspires others to prioritise care and collaboration in everything they do.

Ellie MacCarter has dedicated her career to delivering high-quality services in justice and residential care, striving to create lasting, meaningful change for those who need it most. With deep expertise in operational leadership, quality assurance, and learning and development, she ensures that services are both effective and continuously evolving to meet the complex needs of vulnerable and at-risk people.

 

Beginning her career as a probation officer, Ellie gained extensive operational and strategic experience across both public and private sector probation services. She has successfully led teams through periods of significant change, maintaining a steadfast commitment to public service. With a strong sense of professional curiosity, she actively seeks out best practices from other sectors and jurisdictions – including through our work with the Confederation of European Probation (CEP) – to strengthen and enhance service delivery.

 

Ellie is known for her ability to drive operational excellence while maintaining a clear vision for improvement. She is passionate about delivering interventions that make a tangible difference, ensuring services remain impactful and sustainable, while fostering a positive, supportive, and collaborative environment for colleagues.

Chief Officer – People and Professional Standards

 

Graham Wines has spent his career raising standards and ensuring people have the support they need to succeed. He’s passionate about creating environments where people and teams can thrive. As Deputy Chief Officer of the largest community rehabilitation company in England and Wales, Graham led initiatives that earned national recognition for their quality and effectiveness, including the development of probation standards, now used across the sector.

 

With a Master’s degree in Criminology, Penology, and Management from the University of Cambridge, Graham combines deep knowledge with a practical, people-focussed approach. He has a talent for aligning professional development with organisational goals, whether it’s through innovative learning programs, improved HR strategies, or restructuring efforts that combine efficiency and care.

 

Graham’s leadership is rooted in compassion and a commitment to helping people grow. His ability to inspire and support others ensures that the values of public service and professionalism remain at the heart of our organisation.

Michael Baker

Michael Baker believes in the power of communication to build trust, inspire action, and drive change. With over a decade of experience in public service, he has been at the forefront of some of the UK’s most complex challenges, including managing national responses to crises like prison riots and the COVID-19 pandemic. His work has been recognised with a police service commendation for his compassionate and effective leadership during times of tragedy.

 

Michael’s career has centred on helping organisations connect with people in meaningful ways. Whether playing a leadership role in the communications team in a global security firm or co-founding a communications agency to support organisations to build trust, his focus has always been on fostering understanding and delivering value.

 

Holding an MSc in Psychology, Michael brings empathy and insight to his work. He is dedicated to public service and committed to creating tangible positive change. Michael believes that stories told with care have the power to inspire others and change lives.

Carl Hall

Director for Community Development

 

Carl Hall is passionate about helping people change their lives for the better. A qualified psychotherapist, Carl has spent over 15 years in the probation service where he designed and oversaw effective, evidence-based intervention programs.

 

Carl led the development of the COBI programme – the first intervention addressing stalking and harassment behaviour to be approved by the British Psychological Society. His expertise spans behaviour change, programme innovation, and contract management, having worked closely with public health bodies, local authorities, and police and crime commissioners to deliver critical community services.

 

Throughout his career, Carl has demonstrated a commitment to improving lives and public safety by combining his therapeutic knowledge with strategic leadership. His work continues to inspire and support those around him to prioritise rehabilitation, collaboration, and sustainable change.

Natalie Sands

Natalie Sands has spent more than a decade transforming public services to make a meaningful difference to people’s lives. Her work as Programme Director for a major UK Government portfolio saw her leading critical projects, including designing youth custody facilities. Natalie’s deep commitment to improving communities extends to her leadership in developing family assessment centres and accommodation for people leaving prison returning home.

 

Her expertise in criminal justice reform has been recognised internationally, with her published work offering fresh ideas on rehabilitation and reducing reoffending. Natalie holds an MSc in Criminal Justice Policy from the London School of Economics and a BSc in Criminology and Sociology from Cardiff University.

 

Known for her thoughtful approach to change management and her ability to tackle complex challenges, Natalie combines strategic vision with genuine care for the outcomes she delivers. She is dedicated to public service and creating positive, lasting change.

Claire Jones

Director of Service Delivery

 

Claire Jones is dedicated to delivering trauma-informed wraparound care and services for people who are vulnerable or with complex risks and needs, helping them to rebuild their lives. With a career spanning probation, resettlement, and support services, she has worked to ensure people receive help that meets their needs and creates more positive futures.

 

Claire has led accommodation and personal wellbeing support services, ensuring they run effectively and meet the highest standards. She is also a strong advocate for equality, diversity, and inclusion, working to make services fair, accessible, and responsive to the needs of all. Claire is also used to working in multidisciplinary and interagency teams as part of safeguarding adults and children’s arrangements as well as regional teams to tackle domestic abuse.

 

With extensive experience in service design and leadership, Claire has played a key role in improving services for women, amplifying the voices of people with lived experience, and building strong partnerships with other agencies and policymakers to shape services that drive real, lasting change.

 

Passionate about practical, person-centred support, Claire is committed to ensuring people have the best possible chance to move forward with confidence, stability and hope.

Jenny is a dedicated finance leader who ensures that strong financial management reinforces the success of our organisation. With extensive experience managing complex financial systems across commercial, public, and not-for-profit sectors, Jenny plays a vital role in maintaining financial stability, unlocking investment, and enabling the design and delivery of high-quality services.

 

A Fellow of the Institute of Chartered Accountants and with a career spanning probation, housing and overseas aid, Jenny has led financial strategies that underpin services for people who are vulnerable, at risk, or facing complex needs. Whether supporting small or large organisations, Jenny believes strong financial leadership is key to creating lasting change and ensures resources are used effectively to sustain and grow essential services.

 

Jenny is committed to making finance a trusted function – one that doesn’t just oversee budgets but actively helps teams to plan, innovate, and deliver impact. By ensuring financial stability, Jenny helps to create the right conditions for our organisation to thrive, ensuring that every decision is backed by sound financial insight and a long-term vision for sustainability and growth.

Dr Kerry Ellis Devitt

Head of Research

 

Kerry Ellis Devitt is an experienced and committed social researcher with over 25 years’ expertise in understanding and challenging the criminal justice system. Beginning her career in psychology-based quantitative research, she moved into social research in 2003 and has specialised in criminal justice research since 2008.

 

Kerry’s work focuses on understanding the lived experiences of people affected by justice systems, as well as the emotional impact on the professionals who work within them. Her research is guided by a commitment to trauma-informed, ethical and accessible practice, with a particular interest in young adults in the justice system, emotional labour, and probation practice.

 

She has held academic positions at universities in the UK and abroad, lecturing in psychology, criminology, and research methods. In 2020, she completed a PhD exploring the life stories of young adult men in the criminal justice system, using a critical narrative approach to reveal the complexities behind their experiences.

 

Kerry brings a thoughtful, people-centred approach to research, ensuring that insights are grounded in real experiences and used to improve policy and practice across justice and social care services.
